Percentage of teens and young adults ages 16-19 who are neither working nor in school. The 2025 Annual Data Release used data from 2019-2023 for this measure.

Youth disconnection reflects a dynamic between individuals and the society they live in. Disconnected youth are at an increased risk of violence, smoking, alcohol consumption and marijuana use, and may experience poorer emotional and behavioral outcomes as well as lower academic performance than their peers who are working and/or in school.1-3 Approximately 1 in 9 teenagers and young adults in the United States experiences this form of disconnection—being neither in education, employment, nor training.1 Several studies have shown that disconnected youth have a disproportionate share of related health problems including chronic unemployment, poverty, mental health disorders, criminal behaviors, incarceration, poor health, and early mortality.4-7

Racial and ethnic disparities in youth disconnection persist, with Black and Latino youth experiencing the highest rates. This pattern reflects the impacts of historically discriminatory practices in the United States, as many youth of color reside in low-income neighborhoods with chronically underfunded schools, limited transportation options, reduced access to employment opportunities, and weaker social networks.8
